Ansoffs Consulting, a management consulting organization offering recruitment services, has been contracted by Scott Christian University (SCU), a leading Christian University, to recruit a Deputy Vice Chancellor, Finance and Administration.

Scott Christian University (SCU), formerly Scott Theological College, was established in 1962 as the national theological college of the Africa Inland Church Kenya. It was chartered in 1997 and has since expanded its academic offering to enhance a greater scope of service and ministry for transformation of the society.

Its main campus is located in Machakos County, Machakos Town along Machakos-Kangundo Road.

SCU’s vision is to be a centre of holistic transformative education to the society for the glory of God. Additionally, its mission is to provide innovative and quality education: training, research and mentorship, for sustainable change of individuals for God’s service.

The University Council now seeks to recruit suitable, visionary, competent and qualified individual to fill the position of DEPUTY VICE-CHANCELLOR, FINANCE & ADMINISTRATION. This position will deputise the Vice-Chancellor and assist the office and the council in achieving SCU’s vision and mission. The office holder will therefore be expected to model a high standard of personal Christian leadership, ministry and integrity and lead by example in providing spiritual guidance to staff and students on SCU’s vision, mission and core values.

The requisite qualifications are as described below:

Overall Responsibility

This position reports directly to the Vice-Chancellor and is responsible for providing oversight over the support functions of the University, classified as the Finance and Administration functions. These include Human Resources, Finance & Accounting, Procurement, Facilities Management, Transport, Administration and Security among others.

Duties and Responsibilities

The duties and responsibilities of the position holder shall include: –

  • Being in charge of the overall direction and organisation of the finance and administration functions of the University
  • Providing innovative and creative leadership in the areas of planning, human resource, financial and physical resource management.
  • Formulation, communication and implementation of approved Finance, Accounting, Budgeting, Auditing, Human Resources, Procurement and Administration strategies, policies and systems and guidance in their interpretation and clarity
  • Develop appropriate procedures to ensure compliance to all statutory and legal requirements in general and administrative finance within the university.
  • Oversight in the implementation of all approved procurement, fiscal, human resources, administrative policies and appropriate procedures to ensure efficient performance and delivery of services in the University in line with the strategic plan.
  • Developing and communicating annual operating and capital budgets and leading the campus annual budget process
  • Developing and maintaining systems of internal controls to safeguard the financial and administrative integrity of the University
  • Responsibility for talent management and ensuring retention of talent in the University
  • Ensuring safe custody of the University’s assets.
  • Coordination of external audits and coordination of the implementation of external audit recommendations at the University
  • Ensures that all relevant finance and administration reports are completed accurately and presented on time
  • Ensures effective running of the university’s enterprise functions.
  • Maintain efficiency and good order of the University and ensure proper enforcement of the statutes and regulations.

In the capacity of Deputy Vice-Chancellor-Finance and Administration, the holder of this office shall also serve as:

  1. The Secretary to the University Management Board
  2. A member of the University Senate
  3. A member of the University Council Standing Committees

Minimum Qualifications and Requirements:

  1. Must be a holder of an earned Doctorate degree or equivalent qualification from a university recognised in Kenya.
  2. An academic background in Finance, Economics, Management, Human Resources or any other related field would be an added advantage.
  3. Professional membership with ICPAK would be an added advantage.
  4. Must have at least eight (8) years of experience in senior University Management Positions such as Principal or Deputy Principal of College/Campus, Dean of School or any other position of comparable level.
  5. Must have a demonstrable awareness of the current trends in university education in Kenya and the factors and conditions shaping its development.
  6. Must have good understanding of university functions and procedures and demonstrable experience in administrative leadership and strategic master planning.
  7. Must have a demonstrable track record of success on the expansion and development of physical facilities and resources to cater for increased academic programmes, students’ enrolment, research and innovation.
  8. A registered member of a relevant professional body or association is preferred.
  9. Must have and demonstrate high standards of ethics, professionalism and integrity.
  10. Must have strong leadership, interpersonal and communication skills.
  11. Proven problem-solving and organisation skills.
  12. Ability to work under pressure without compromising quality of work.
  13. Flexible and firm.

Tenure of Office

The Deputy Vice-Chancellor, Finance & Administration shall hold office for a duration of five (5) years with the possibility of one-time renewal for a further term of five (5) years subject to satisfactory performance.
